The tender process for the completion of the Cemex complex has begun

On 9 December, the Official Journal of the European Union published the public notice to select the economic operators that would be interested in competing in the competitive dialogue procedure for the new tender process that will award the works for the completion of the CEMEX Complex, i.e. the structure for the cementation of the liquid radioactive waste present at the Eurex site in Saluggia (VC).

The start of this tender comes after an overall review of the project, which began last spring after the Sogin Board of Directors, at its meeting on 31 January 2024, revoked the previous process that had started on 5 April 2023, "due to obvious substantial defects that would have impeded the completion of the structure in the execution phase".

The contract for an amount of € 172.5 million, is tender-based and divided into three phases. The first, which began with the publication of the public notice, aims to select the economic operators interested in participating in the Competitive Dialogue procedure, pursuant to Article 74 of Italian Legislative Decree no. 36/2023, for the awarding of the mixed works, supplies and services contract to complete the construction of the cementation plant for acidic radioactive liquid solutions (processing facility) and the systems and components for the repository building, as well as training for the contractor's personnel, assistance and maintenance during the tests and operation of the facility.

The second phase will involve the acquisition of the candidates’ technical solutions/proposals, an examination of these and dialogue aimed at identifying and defining the most suitable solutions to meet Sogin’s requirements.

Compared to the past, the novelty is this second phase is the dialogue with candidates aimed at resolving beforehand, any aspects that could slow down, hinder or block the works, with the aim of making the process irreversible, once it has started.

Finally, the third phase will involve the submission of technical-economic tenders by the operators, their evaluation and the awarding of the tender.

The contractual validity is currently estimated at 3,079 calendar and consecutive days (approximately 8.5 years), including the time required for the issuance of authorisations by the relevant authorities.
